The Supreme Court's 5-4 decision upholding the Obama administration's health care legislation was a victory for the president, his administration and his party.

Rick Scott: Florida Won’t Implement Optional Portions of Obamacare

Florida will join other states in opting out of the Medicaid expansion in the Affordable Care Act and won't set up insurance exchanges, Gov. Rick Scott announced Sunday.

Scott also declared that if the Affordable Care Act, also known as Obamacare, is not repealed before Jan 1, 2014 -- which most likely would require the GOP to capture the U.S. Senate and White House this November -- Florida would comply with only the required sections of the Act.

Beginning in 2014, those who do not carry health insurance must make a shared responsibility payment to the federal government. By 2016, this annual payment, which the Patient Protection and Affordable Care Act explicitly calls a penalty, would be 2.5 percent of an individuals household income, but no less than $695 and no more than the average yearly premium for insurance that covers 60 percent of the cost of 10 specified services (e.g., prescription drugs and hospitalization).
