Sunshine State News delves into the performance of Prescription Drug Monitoring Programs this week. Touted as the key to busting up pill mills in Florida, PDMPs actually have a spotty record. One example: By improperly including legitimate cases of prescription drug use in analyses, database results are skewed and law enforcement are sent on wild goose chases.

From the moment Rick Scott issued an executive order expanding state-employee drug testing, Florida media outlets ginned up a stream of stories that the governor stood to profit through his Solantic clinics. Assuming for a minute that Scott is so naive to think the press wouldn't add 2+2 and get 5, let's pause for a reality check. Scott's chief spokesman Brian Burgess presents these facts:

A Viewpoint Florida survey finds that President Barack Obama's job-approval rating has fallen to 43 percent in the state, with only a bare majority of independents satisfied with his performance. The poll, taken over two days immediately following the president's address on America's involvement in Libya, found that 56 percent of likely voters supported U.S. intervention. For details, read here.

Like Tampa Bay Rays pitcher David Price, Rick Scott was making his first opening day start. The lithe, bald right-hander took the mound at a sold-out Tropicana Field against the Baltimore Orioles with his trademark smile and laser focus. His ceremonial first pitch? A big lollipop. Outside. Was he booed or cheered? Cascading boos were predicted. But to be honest, unless you were there, you couldn't tell. The pitch was shown on TV in a replay -- the sound was muted, distorted or plain turned off on the field.

A majority of American voters say they are OK with a partial federal government shutdown if it will lead to greater cuts in spending. A national survey released Friday reports 57 percent of likely U.S. voters value greater cuts in the 2011 federal budget more than avoiding a shutdown. Thirty-one percent believe keeping the engines running is of greater importance. Twelve percent were undecided A new Rasmussen poll comes to us the same day President Barack Obama called out Congress over its continued budget wrangling.

Virginia's health commissioner is advising her state's residents not to drink rainwater because of concerns about slightly elevated radioactivity levels. "The Virginia Department of Health is advising residents that the states drinking water supplies remain safe, but reminds Virginians out of an abundance of caution they should avoid using rainwater collected in cisterns as drinking water," the state announced this week. The warning came as radioactivity readings crept up along America's Eastern seaboard.

Florida shouldn't get its hopes up over an MSNBC report that Caterpillar Inc. is threatening to leave Illinois in search of greener, less-taxing pastures. For starters, the Peoria-based big-equipment giant says MSNBC got the story wrong. The company, according to CAT spokesman Joe Dugan, isn't going anywhere. "The story was based on a letter that was leaked," Dugan told Sunshine State News. In that letter to Illinois Gov. Pat Quinn, CAT executives expressed concern about the fiscal and tax situation in the state.

The U.S. Bureau of Labor Statistics reported on Friday that the national employment rate dropped slightly in March -- from 8.9 percent in February to 8.8 percent. This is the lowest rate in two years. While an estimated 216,000 more Americans found jobs in March, 13.5 million still remain unemployed. Florida has remained lagging behind the rest of the nation in terms of the unemployment rate. In February, the most recent month when stats were compiled, the unemployment rate in the Sunshine State stood at 11.5 percent.

In a largely partisan vote, Medicaid reforms would eliminate funds for Florida's "medically needy" program, which provides care for people who would otherwise not qualify for Medicaid but whose medical needs create a significant financial strain. Two Republicans -- Sens. Thad Altman of Melbourne and Mike Fasano of New Port Richey -- joined five Democrats in voting against the measure, as it passed the Senate Budget Committee. Sen. Gary Siplin of Orlando was the only Democrat to vote for the Medicaid savings.

Nothing will help Gator Gals shed those basketball blues quicker than a glimpse of the Great Gator peeling off his shirt and strutting his stuff in Jockey tight white. You would think. Trouble is, the long-awaited Jockey underwear commercial featuring a buffed-up Tim Tebow, who visited the Florida Legislature earlier this year, is a little bit of a cheat. It's been released just this week, we'll see it on TV, but something is very wrong.
