Florida is in a state of emergency awaiting Tropical Storm Debby, which is expected to strike in the Big Bend region later this week, Gov. Rick Scott announced Monday. Florida Gulf Coast University will ask the Florida Board of Governors to reconsider the 12 percent tuition increase approved last week. The Fort Myers-based state university had asked for a 14 percent increase. Last Thursday, the Board of Governors granted four universities -- Florida Atlantic University, Florida International University, University of Central Florida and New College the ability to hike tuition to the maximum 15 percent.

An outraged Common Cause, the organization pushing for the Montana law, calls the decision to support Citizens United "a brazen attempt to buy our elections out from under us." Montana's highest court defied the 2010 Citizens United ruling by upholding a centuries-old ban on corporate political spending. The wait for a decision on Americas health care future will continue for a few more days as no ruling was handed down Monday from the U.S. Supreme Court, FOX News is reporting. The ruling on the constitutionality of the Affordable Care Act, better known as Obamacare, now appears likely Wednesday or Thursday, as the nine-month term comes to an end. The court can kill the entire law, kill portions of the law or uphold the law that extends insurance to approximately 30 million people and a mandate that requires every citizen to pay for coverage.

Gov. Rick Scott has canceled a pair of events planned in Tampa to be in Tallahassee for an update on Tropical Storm Debby. Scott was scheduled to tour Tampa Tank Inc., and Florida Structural Steel and First Lady Ann Scott were to visit the Center for Advanced Medical Learning in Tampa. The governor instead will receive a briefing on Debby at the Florida Division of Emergency Management center at 11:20 a.m.
