On Monday, the U.S. House passed without opposition freshman U.S. Rep. Darren Soto’s, D-Fla., proposal limiting the sale of billfish caught by American vessels and giving the U.S. Commerce secretary more authority to  manage Atlantic highly migratory species.

By an 86-5 vote, the Senate passed the Minibus Appropriations bill, H.R. 5895 -- the Energy and Water, Legislative Branch and Military Construction and Veterans Affairs Appropriations Act of 2019 -- at 6 p.m. Monday. Marco Rubio's amendments, both necessary to ensure the Everglades restoration plan will continue to be implemented, and implemented according to "the will of the Florida delegation."

New Budget, Dozens of Laws Poised to Take Effect

More than 100 bills that Gov. Rick Scott signed into law from the 2018 legislative session will take effect Sunday, including a new state budget that tops $88 billion.
 
Lawmakers sent 195 bills to Scott from the session that ended in March. The governor vetoed two, while signing the rest.
 
Of the signed measures, 105 will hit the books Sunday.
