Vern Buchanan, Ted Deutch Team Up to Take on Animal Cruelty and Torture

Last week, two Florida congressmen--Republican U.S. Rep. Vern Buchanan and Democrat U.S. Rep. Ted Deutch--unveiled a proposal cracking down on animal cruelty and torture. 

Buchanan introduced the "Preventing Animal Cruelty and Torture (PACT) Act" with Deutch as the main cosponsor. 

The Florida Republican’s office explained why the congressman introduced the proposal.
