On Tuesday, Gov. Rick Scott launched efforts to improve conditions on the St. Johns River for large container ships as Jacksonville gets ready for the Panama Canal expansion. 

Fifteen of Florida's 34 HMOs, or 44 percent, listed in a Florida Office of Insurance Regulation report posted losses in 2014. The figures were published in the South Florida Business Journal on Monday. They included a range of losses from $14.6 million to $165.1 million. Some plans showed a profit, from $138,555 to $333 million. But the 34 HMOs' $66.5 million combined net income for 2014 represents a 90 percent decrease from the $648 million profit reported by 39 HMOs in 2013.

The case started with a dental assistant who went into surgery for carpal-tunnel syndrome and ended up suffering a perforated esophagus.

Now, nearly eight years later, the case could be another blow to a controversial 2003 law that limited the amounts of money injured patients can receive in medical-malpractice cases.

On Thursday, attorney Jonathan Chane joined the Democratic field running in the crowded race to replace U.S. Rep. Patrick Murphy, D-Fla., in Congress. Murphy is running for the U.S. Senate in 2016.

Businessman Randy Fine has decided to forgo running for the U.S. Senate in 2016 to replace U.S. Sen. Marco Rubio, R-Fla., and has his eyes firmly on Tallahassee. 

Fine, a gaming consultant, told Politico in an article published on Wednesday night that he will not run for the Senate but will instead continue his bid for the Florida House seat currently held by term-limited Rep. John Tobia, R-Melbourne Beach.
