Vern Buchanan: Tie Congressional Pay to Passing a Budget

With the budgetary dances in Washington continuing, a Florida congressman has a proposal to speed things along.
U.S. Rep. Vern Buchanan, R-Fla., released a Web video in which he talks about his legislation to withhold congressional pay unless a federal budget is passed.
The legislation is simple, Buchanan says in the video. Members of the U.S. Senate and House do not get paid until they pass a budget. No small business would tolerate paying an employee who refuses to do his or her job. So why should Congress get paid for failing to complete one of its most basic responsibilities?
