
Jim Greer Took an Oath Two Years Before Alleged Fraud Scheme
In January 2007, just after winning the election for the Republican Party of Florida chairman, Jim Greer signed the RPOF oath, in which the final provision reads:
"And finally, I pledge to work on behalf of the RPOF in total good faith. If at any point my desires, intentions, or personal agenda ever come in conflict with this document, I am to notify officials at RPOF immediately."
Two years later, in 2009, according to an arrest warrant affidavit, Greer began outlining a scheme that would go against that oath.
He helped position his travel aide, Delmar Johnson, as the new executive director of the RPOF and the two men started a company, Victory Strategies LLC. The private company's records, under articles of organization, listed company shares split 60-40 between Greer and Johnson respectively. But the public filing for Victory Strategies showed neither of their names, effectively hiding their identities.
Over the next eight months, Greer and Johnson's company collected nearly $200,000 from the RPOF -- money Greer allegedly steered to his own company as he acted as the party's chairman.
