Ted Deutch Proposes Constitutional Amendment to Overturn Citizens United

U.S. Rep. Ted Deutch, D-Fla., took to the House floor on Thursday to propose a new amendment to the U.S. Constitution on campaign finance reform.

The South Florida congressman has raised his profile in recent months but mostly on international issues. Deutch, the ranking Democrat on the U.S. Middle East and North Africa Subcommittee,  was one of the leading members of his party who opposed President Barack Obama’s nuclear deal with Iran. He has also been critical of the Obama administration refusing to veto a UN resolution last month criticizing Israeli settlement policies, branding their efforts in disputed territory as “illegal.”

But Deutch turned to domestic policy on Thursday as he urged the adoption of a new amendment.

"We came together this morning to read the United States Constitution and its 27 amendments,” Deutch said. “I offer the 28th Amendment: an amendment to overturn the Supreme Court’s disastrous decision in Citizens United.”

Deutch broke the amendment into three sections:

SECTION 1. To advance democratic self-government and political equality, and to protect the integrity of government and the electoral process, Congress and the States may regulate and set reasonable limits on the raising and spending of money by candidates and others to influence elections.

SECTION 2. Congress and the States shall have power to implement and enforce this article by appropriate legislation, and may distinguish between natural persons and corporations or other artificial entities created by law, including by prohibiting such entities from spending money to influence our elections.

SECTION 3. Nothing in this article shall be construed to grant Congress or the States the power to abridge freedom of the press.

After introducing the proposed amendment, Deutch ripped into the Citizens United decision.

"Citizens United let unlimited money flood into our elections and compromise our democracy,” Deutch insisted. “I ask all of my colleagues in this 115th Congress to join our effort to overturn it!"
