Bill to create "Affiliated Party Committees" arrives on Crist's desk

A bill that would that would allow Republican and Democratic leaders in the Florida Senate and House to create committees that raise funds for candidates in their political parties has come to Gov. Charlie Crist's office, and he has a week to sign legislation Democrats fear would resurrect "leadership funds."

HB 1207 allows the Senate president, House speaker and minority leaders to create an Affiliated Party Committee (AFC), which may fundraise for party candidates. It transfers the right to organize such committees to future incoming speakers, presidents and minority leaders once they are elected by their party caucuses. It requires these committees to file contributions and expenditures quarterly, as opposed to the 10-day filing schedule for political candidates and Commitees of Continuous Existence.

The legislation raises Democrats' hackles. They say the new committees bear too close a resemblance to unregulated "leadership funds" banned in the state 20 years ago.

Crist has said he's unsure of whether will sign the bill into law. His office did not return call for comment.
